Post-registration, RTOs are tasked with many responsibilities including annual declarations, AVETMISS reporting, and marketing compliance, and validation is often the most challenging.

We have numerous articles on validation, but let's go back to the term itself. ASQA defines validation as a quality review of the assessment process.

Put simply, validation checks which parts of an RTO's assessment process are accurate and spots areas for enhancement. A proper understanding of its main elements can make validation less daunting.

As per the 2015 SRTOs Clause 1.8, RTOs are required to ensure their assessment systems, including RPL, meet training package requirements and follow the Principles of Assessment and Rules of Evidence.

We must adhere to the standards by conducting two types of validation.

The primary validation type ensures compliance with the training package requirements for your RTO's assessments.

The second kind of validation ensures assessments are carried out in accordance with the principles of assessment and rules of evidence.

Thus, validation is performed both prior to and following the assessment. The first type, assessment tool validation, is the focus here.

Understanding the Two Types of Assessment Validation

Defining Assessment Validation

As previously discussed in our blogs, validation involves two processes: (1) assessment tool validation and (2) post-assessment validation.

Assessment tool validation, sometimes called pre-assessment validation, focuses on ensuring all unit requirements are met, in line with the first part of the clause, ensuring complete workbook compliance.

Conversely, post-assessment validation pertains to the implementation, ensuring Registered Training Organisations conduct assessments in line with the Principles of Assessment and Rules of Evidence.

This piece will highlight assessment tool validation.

Steps to Perform Assessment Tool Validation

Now that we understand the two types of validation, let’s explore the details of assessment tool validation.

Appropriate Times for Assessment Tool Validation

The goal of assessment tool validation is to make sure all elements, performance criteria, and performance and knowledge evidence are addressed by your assessment tools.

This implies that any time you get new learning resources, assessment tool validation must be done before they are used by students.

You don't have to wait until your next 5-year validation schedule. Validate new resources right away to ensure they’re appropriate for student use.

However, this isn't the only time to perform this type of validation. Conduct assessment tool validation also when you:

- update your resources
- new training products are added to your scope
- training product updates are reviewed against your course
- your learning resources get identified as a risk during your risk assessment

ASQA's risk-based regulation approach requires RTOs to conduct regular risk assessments. Therefore, complaints from students about learning resources are a perfect time for assessment tool validation.

Determining Training Products for Validation

It's crucial to remember this validation ensures compliance of all learning resources before they are used. All RTOs should validate resources for each unit.

Essential Resources for Assessment Tool Validation

Learning Resources

To validate assessment tools, you need the complete suite of your learning resources:

Mapping tool – this is the initial document to review. It identifies which assessment items address unit requirements, speeding up validation.

Learner/student workbook – ensure it is suitable as an assessment tool during validation. Check if instructions are clear and answer fields are sufficient. This is a common issue.

Assessor guide/marking guide – verify that instructions for assessors are comprehensive and clear benchmarks for each assessment item are included. Clear benchmarks are key to reliable assessment outcomes.

Other related resources – could include checklists, registers, and templates developed apart from the workbook and marking guide. Validate them to confirm they fit the assessment task and meet unit requirements.

Assessment Validation Panel

Clause 1.11 details the requirements for validation panel members, noting that validation can be conducted by one or more people. Generally, RTOs require participation from all trainers and assessors and may include industry experts.

Collectively, your validation panel should have:

Vocational competencies and industry skills pertinent to the unit being validated

Recent knowledge and skills in vocational teaching and learning

Any of the following training and assessment credentials:

TAE40116 Certificate IV in Training and Assessment or its equivalent

Validation tool/template
Having a validation tool helps you with both the validation process and documentation. Using a validation tool makes it easier to look at how each assessment item maps against each unit requirement.
A validation tool assists with the validation process and documentation. It makes it easier to view how each assessment item aligns with each unit requirement.
At the same time, it can serve as your document evidence that you have validated your resources before letting the students use them.
Simultaneously, it can serve as proof that you have validated your resources before they are used by students.

ASQA does not specify a required template for assessment tool validation, but many templates are accessible online. These tools usually have validators review the tools as a whole to ensure they meet the principles of assessment.

While these templates simplify the validation process, they can introduce judgment errors because there is insufficient space for comments on each assessment item.

It is highly advisable to use a more detailed template for evaluating each unit requirement and its corresponding assessment items. Below is an example:

Essential Principles of Assessment
Fairness – Does the assessment process provide equal opportunity and access to everyone?

Flexibility – Are different options provided in the assessment to demonstrate competence based on individual needs and preferences?

Validity – Is the assessment measuring what it is supposed to measure? Is it a valid tool for assessing the required skill or knowledge?

Reliability – Will the assessment yield the same results every time, no matter who conducts the training? Will different assessors make the same decision on skill competence?

Key Rules of Evidence

Validity – Is the evidence verifying that the candidate has the skills, knowledge, and attributes described in the unit of competency and associated assessment requirements?
Sufficiency – Is there enough evidence to ensure that the learner has the skills and knowledge required?
Sufficiency – Is the evidence sufficient to confirm the learner has the required skills and knowledge?

Authenticity – Does the assessment tool prove that the work is the candidate’s own?

Currency – Are the assessment tools based on current units of competency and modern industry practices?

Although these are regularly covered in VET professional development and nationally recognised training, numerous tools still struggle to meet these requirements.

To prevent using learning resources that overlook some unit requirements, make sure to follow these guidelines:

Show What You Mean

Pay close attention to the verbs in the unit requirements and ensure they are addressed by the assessment item. For instance, in the unit CHCECE032 Nurture babies and toddlers, one performance evidence requirement requires students to:

Complete each of the following actions at least once with two different babies under 12 months old in a safe environment, using age-appropriate verbal and non-verbal communication as per service and regulatory requirements:

change nappies

prepare bottles, bottle-feed babies, and clean equipment

solid food prep and feeding babies

respond properly to infant signs and cues

prepare infants for sleep and soothe them

monitor and foster physical exploration and gross motor skills appropriate for the age

Having students describe changing nappies for babies under 12 months doesn’t directly address the unit requirement. Unless it’s meant to assess underpinning knowledge (i.e., knowledge evidence), students should be performing the tasks.

Plurals Matter!
Pay attention to the numbers. In our example on one of the unit requirements of CHCECE032, this single unit requirement calls here for the students to complete the tasks at least once on two different babies under 12 months of age. Having students complete the tasks listed twice on just 1 baby won’t cut it.
Notice the numbers. In the CHCECE032 example, one unit requirement requires students to complete the tasks at least once with two different babies under 12 months old. Doing the tasks twice with one baby doesn’t meet the requirement.

Full Compliance or Not Competent

Mind the lists. In the previous example, if students perform only half the tasks listed, it’s non-compliant. Each assessment item must address all requirements, or the student is not yet competent and the assessment tool is non-compliant.

Every assessment item needs clear and specific benchmark answers to guide the assessor’s judgment on student competence. Thus, ensure your instructions are not confusing for students or assessors. For example:
What kind of information can be included in a work package?
What can be included in a work package?

Answers may include:

Needed resources

Related costs

Activity length

Specified roles and responsibilities

If an assessment item demands multiple answers, specify the number of answers required from a student. This ensures your assessment is reliable, and the evidence obtained is valid.

This applies equally to assessment items with double-barrelled questions or questions that require more than one answer at the same time. These can confuse students and assessors, as illustrated in the example below:

Identify a hazard and/or environmental issue in the work area and select the most effective hazard control hierarchy.

Answers might include, but are not limited to:

Weather conditions – work area isolation, engineering controls, personal protective equipment

Work area and ground conditions – elimination, isolation, use of engineering controls

People – isolating, engineering controls, administration

Structural hazards – substituting, isolation, use of engineering controls

Chemical hazards – isolation, engineering, administrative controls

Equipment or machinery – isolation, engineering, administrative controls

Steering clear of double-barrelled questions makes it easier for students to answer and for assessors to accurately judge student competence.

Considering these requirements, you might think, “Don’t learning resource developers have audit guarantees?” But such guarantees require you to wait for an audit before rectifying noncompliance. This affects your compliance history, so it’s better to take a safe and compliant route.
